Unions have their boot on the president's throat.

It has been reported that numerous entities have offered naval assets to help with cleaning the oil from the BP oil spill in the Gulf; but those offers have been refused by the Obama administration. Why? It is because of something known as the Jones Act (US Code: TITLE 46a, CHAPTER 24—MERCHANT MARINE ACT, 1920). Basically, it is a law passed during the Wilson administration (Progressive) that protects maritime union jobs from foreign competition. The Obama administration (Progressive) is hiding behind this law even though exceptions are routine (Bush-Katrina). So, what is Obama up to? I suspect Obama is cowering before Andy Stern and the Unions.

This is despicable. When a disaster like this occurs you need to set aside political concerns and do what needs to be done.

This certainly appears to be the case. BHO has after all, been in campaign mode since assuming office.

Your title is correct, but it doesn't have to be that way. Obama is a willing partner in this choking game and he has yet to utter the "safe word".

The close relationship with unions has been to Obama's advantage up to this point, I don't see him going against them.

But our president has other priorities. Mainly, advancing the progressive cause. Bush waived the Jones Act immediately after Katrina. Obama refuses to even compare the spill with Katrina.
